Joint-publishing agreements for Track I publications should explicitly ensure that (a) the ACM Publications Board has equal input in defining the scope of the journal and in appointing the publication's Editor-in-Chief, and (b) the publication adheres to all the provisions of the ACM Rights and Responsibilities policy.
